Each assessment is used to reimburse the previous buyer in the chain. So, the tax is ultimately paid by the consumer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VAT is commonly expressed as a percentage of the total cost of a good or service. For example, if a product costs \u00a3100 and there is a 15% VAT, the consumer pays \u00a3115 to the merchant. The merchant keeps \u00a3100 and remits \u00a315 to the government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"mntl-sc-block_1-0-15\">The VAT system is used in 174 countries as of 2022 (latest information) and is most commonly used in European countries, however it is not used in the United States. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"mntl-sc-block_1-0-15\">Consumers pay this tax on virtually &#8220;all goods and services that are bought and sold for use or consumption&#8221; The standard, minimum VAT rate in the EU is 15% while the reduced rate (added to certain goods and services) is at least 5%.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"mntl-sc-block_1-0-17\">The standard VAT in the U.K. has been 20% since 2011. The rate is reduced to 5% on certain purchases such as children&#8217;s car seats and home energy. There is no VAT on some items like food and children&#8217;s clothing. Financial and property transactions also are exempt.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Is Value Added Tax a Fair Tax?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The fairness of Value Added Tax (VAT) is\u00a0a subject of significant debate among economists and policymakers, primarily revolving around its nature as a consumption tax. It is generally considered\u00a0<strong>regressive<\/strong>\u00a0when viewed in isolation, but mechanisms can mitigate this effect.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Proponents argue that VAT is an efficient and broad-based tax that can be part of an overall fair fiscal system, whilst the main argument against the fairness of VAT is its regressive nature\u00a0<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Arguments for and against:<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Linked to Consumption<\/strong>\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VAT is a tax on spending, so those with higher disposable incomes who spend more in absolute terms pay more in total VAT.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Mitigation through Rate Variation<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To address the regressive impact, most countries implement different VAT rates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Zero-rated<\/strong>\u00a0or\u00a0<strong>exempt<\/strong>\u00a0items often include essentials like most food items, children&#8217;s clothing, and some medical supplies, which alleviates the burden on low-income individuals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Reduced rates<\/strong>\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">are applied to other essential or &#8220;merit&#8221; goods (e.g., domestic energy in the UK).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Part of a Wider System<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fairness should be assessed not on a single tax in isolation, but on the overall tax-and-spending system. A broad-based VAT can efficiently raise significant revenue, which can then fund public services (like healthcare and education) or targeted cash transfers that benefit lower-income households, effectively making the entire system progressive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Administrative Efficiency and Compliance<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The invoice-based credit system creates a self-enforcing audit trail, which helps reduce tax evasion, a form of unfairness where some individuals or businesses avoid their obligations.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Disproportionate Burden on Lower Incomes<\/strong>\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lower-income households tend to spend a larger proportion of their total income on consumption (goods and services) than higher-income households, who can save or invest more.
